build: track the libiconv C23 patch symlink

recipes/**/*.patch is gitignored, but 01_redox.patch is force-added and
tracked. Match that precedent so the patch wiring survives a clean
checkout -- recipe.toml lists it, so an untracked symlink would break
the build from scratch.
