vasilito 324736ed94 cache: signing keys stored alongside pkgar files ...

pkgar signatures depend on build/id_ed25519 keys.
Without keys, cached pkgar files are unverifiable after key rotation.
Keys now stored in local/cache/keys/ for cache restore.
