redox-drm already defines DRM_IOCTL_REDOX_PRIVATE_CS_SUBMIT/WAIT,
redox_private_cs_submit/wait methods, and ioctl size constants.
The protocol surface IS implemented. Hardware backend validation
is the remaining gate.
